I don't think so. I don't think there's a lot of point in putting so many pixels on such a small sensor, but it doesn't hurt the noise performance. It hurts dynamic range a bit, but it actually helps the noise performance at the overall image level a little.

This is just a very quick snap at Best Buy when I was testing out the SD960IS still attached the the security cable. I've done a little noise reduction, reduced the image to this size (which, in my experience, looks on a monitor about how an 8x10 would look in print), and added a little sharpening. I've embedded the EXIF data if you want to have a look.

I don't think this is bad at all for ISO 1600 on such a tiny sensor, especially since it's been through three cycles of JPEG compression. Yes, my 20D and 5D would do better at such a high ISO, but this isn't bad at all in my opinion. I doubt ISO 1600 35mm color print film could do this well.
