Depending on the type of capacitors inside, they do contain a liquid that makes them function. I'm not sure if it can freeze or how temperature effects it but the flash may function but perhaps the capacitors wouldn't take enough charge to fire the flash. Of course the last thought is, perhaps the flash had a slight buildup of condensation inside which caused it to temporary short out the high voltage circuits.
