lower resolutions

I seek to be enlightened about the following--

When a cam is used to shoot at lower resolution than the maximum,[ like a 10MP cam made to shoot at 5MP or lower] -----

-- hide signature --

Is it that the image is recorded at the full resolution and then downsized/downsampled?

-- Or is it that the fewer light sensitive wells are activated in order to record the entire image?

I apologise for sounding ignorent but my search did not yield much on this subject!

So even links to the matter discussed analysed elsewhere is welcome!

Thanks in advance for the inputs that may come!
