Questions about Windows 7

I tried to install Windows 7 on my XP machine and it said that Windows 7 is not upgradable if you have XP and that I would have to install the full version. It also said that since I have XP, I would have to reinstall all my programs because Windows 7 will wipe them out.
Is this true? From what has been said before, Windows 7 can be upgraded from XP. Did Microsoft change their mind?
If having to reinstall all programs after installing 7, Microsoft will have a hard time selling this product. I can't imagine businesses wanting to take the time to do this let alone consumers just to use 7. Also, charging customers for the full version because Microsoft says you can't upgrade from XP will also turn many customers away.
Please help.
