D700 commander mode SB800 & SB600

I was working in wireless commander mode with SB800 and SB600. Many times the SB600 would not fire.

TTL mode
On camera flash popped up
SB800 Remote on A channel 1
SB600 Remote on B channel 1

There is likely an easy answer that is staring me in the face.

Any help is appreciated.
