UK 5DII Black Dot

All of the posts for the black dot issue seem to be generated by outside the UK posters.

I have 2 questions.

1) Is the black dot issue specific to the USA or a particular batch?

2) Does anyone in the UK have a 5D that has produced the dots? (non import only please)
