Tripod with IS off?

Hi, i am still a newbie to my Canon 40D, so please excuse my ignorance.

I have read thru some of these threads and noticed alot of people say to turn off the IS when shooting using a tripod. Why is that? Are there problems or issues shooting with IS on when using a tripod?
