Getting to "Core" of My Problem

I plan on having a new PC built and I'm still trying to figure out which processors are best for photo editing software and 16 bit processing (no gaming).

Here's some more info about my current system:

Windows XP - 2 gigs RAM

In my device manager window it says my computer has two Intel Core 2 Duo 6600 @ 2.40GHz processors.

I'm currrently running PS3 and LR2, etc. with the above processors and my computer runs very slow (especially when saving large files), in fact I can rarely have more than one program open at the same time.

I plan on upgrading to Windows VISTA 64 and PS4. Some of my layered files are as large as 1 GiG. I'd like to get 8-16 gigs of RAM in the new system.

What would your recommendations be?
Is it time to move up Core2Quad? If so, which one?
Like I said above, I'm not a "gamer" so please take that into account.
