At ISO 12800 the DPP noise structure is tighter/finer than ACR with both set at ZERO NR and ZERO Sharpening, but the Noise is not much different here. ACR does some kind of Luma NR and Hotpixel removal behind scenes out of user control, so it will appear more "blobish".

Sure you really have NR off in DPP? The [ NR/Lens/ALO ] Tab shows 0 and 0 and the [Apply] button is grayed out?
