Will the physical length of a lens affect its IS efficiency?

Will the physical length of a lens affect its IS efficiency? Is there any impact on image stability when different lens with different size shot at same focal length and with same aperture?

For example comparing the two lens 18-55 IS and 17-55 IS when both are at same focal length 18mm with same F4 aperture. Does the longer lens of 17-55 introduce more motion blur when shot without IS?
