450D vs A350 - Shooting HIGH ISO is better like have IS?

Hi, I decide to step in the dslr world and I am looking for a camera. I was use with film cameras and from few years I have a A620.

1. 450D looks to have best IQ on ISO 800 and 1600. This let you have good shooter speed even the lens is not so bright (not so expensive and not so heavy).
2. A350 have a good IS, as the reviewers state. But the IQ is lower on high iso.

The body of the both cameras, are about 700$.

I think that A350, with usable live view and tilt LCD, is more handy for instant shoots and the 450D is better to get focus on details by viewfinder.

I intend to buy for the camera a Tamron 18-250mm.
The A350 will focus good enough in dim light with it?
The 450D will compensate enough from iso the lack of IS on the long zoom?
