Lets Decipher VR

How do I know when to use the NORMAL or ACTIVE switch? Anytime I hear someone explain which is which and for what situation I get a different answer every time.

I just used the 70-200VR and I had Active selected while doing walk around shots. For any type of panning I used Normal. I used these settings as I read it on borrowlenses.com website.

But I am still stumped. Nikon does not make this very clear which iss odd considering you could be dripping several grand on a VR lens.
