The following is for PSCS3.
Frame Border Layer with Layer styles….

Create a new solid color layer above your picture layer. Choose any color or pattern you want.

Select the entire new layer with the marquee select tool.

Reduce the selection size by the width of the frame you want. You can use the select/modify menu command, or any other method.

Hit Delete.

You can now add layer style to this new border. Open the styles menu. You can also go back and modify the layer to use any color, gradient, or pattern.

Have fun.


Note: this border will cover a part of your picture. The next thing is to reduce the size of your picture if you want all of it to fit. I will leave this up to you.
