bokeh related to lens size?

Hi all. Quick question: Does bokeh (background blur) necessarily pertain to lens size? More specifically, is it possible for a small lens have good, large bokeh (not pertaining to macro photography... I mean behind non-macro subjects, such as people, etc)?

I'm essentially wondering if I can expect ANY kind of small-lens camera to have good bokeh.
