What's an (almost) new 5D worth?

I just received a 5D from a 100% seller on eBay. He claimed the camera was new and the box unopened. But when I took my first test shot, this is what I saw:
Clearly the (incorrect) time stamp is proof that the camera has been touched, but what's more worrisome is the file numbering. Am I correct in concluding it looks like there have been at least 4000 actuations (assuming no resets) taken with the camera?
Since I paid 1950$ for what was supposed to be a brand new camera, what is it really worth? The camera looks to be in great shape and I would rather try and get a partial Paypal refund than have to return the camera.
