without the permission of the photographer (in the USA anyway).

So, the photographer sells this permission. For an agreed-upon
price. So the client can choose between that price an an open-ended
"pay per print" agreement.

What I do is add a file on the disc that states that the owner of the disk may make reprints or uploads for personal use. I give my contact information, in case the lab wants to verify the permission.

My clients like it, and I still have control for commercial uses.
