Resample vs. Lower Resolution

Can someone let me know if I understand this properly....

I read many online forums and have come to the following conclusion....

For a portfolio where viewing distance may be close, it is probably better to use the resample to a higher resolution (300-360) when creating larger sized prints (such as 13x19) where the viewing distance will be somewhat close.

For framing (where the viewing distance is greater), it is probably better to not use the resample, and use a lower resolution (such as 150-180) to maintain image accuracy.

Is this accurate? Any suggestions?
