Well, the argument is actually that the APS-C "equivalent" of 35mm
format lenses are lighter and smaller, by taking the field of view
crop into account. Therefore a 200mm f/2.8 APS-C lens is not
supposed to be compared to a 200mm f/2.8 full frame lens, but that it
should be compared to a 300mm f/2.8 full frame lens. The 200mm f/2.8
APS-C lens has the same angle of view as a 300mm f/2.8 full frame.
Therefore, APS-C has the "advantage" of lighter and smaller lenses.
To me, that sort of arugment is simply a load of rubbish.

I agree to the last sentence

Optically a 200mm lens is a 200mm lens whatever camera you mount it on.
