Camera recomendation, $250'ish; size doesn't matter

Hello,

I would like to purchase a camera for my Mom for Christmas and would really like suggestions. She has never owned a digital camera before; she would upload to a PC; any printing I suspect she'd take to a Wal-Mart.

I am not concerned about it being compact, if the best camera is, then fine. I could be wrong, but I suspect a larger camera would be better in low light situations and easier to combat camera shake. On the other hand, most people buying in that range I suspect want compact so maybe the better cameras are compact...as you can tell, I don't know. :0)

Price range is around $250.
