Less increments of intensity with Manual over E-TTL?!

I've recently purchased some Cactus Flash triggers to try out some off camera flash techniques. So I'm starting to learn using my 430 ex in Manual power. But what I found is that shooting with the Manual power, seems to have less increments of flash output than E-TTL. Here's what I found, given the same scene. I found shooting in Manual output with my 430 ex attached on camera at the lowest output 1/64, the photo comes out showing more flash (flash look with blow highlights) then shooting in e-TTL at the same flash distance, ISO, Aperture, shutter, etc. (i.e. all other settings held constant) Which makes me think that the Manual output can not go as low as the E-TTL. Can someone verify or enlighten me? Thanks in advance.
