So will use of the Kenko filter balance the strobe's output to
normal daylight so that fill-in flash outdoors will be all the same
"color" light?

Many strobes put out a considerable amount of IR. Film is
generally insensitive to it, but the D7 (and many other digicams)
are very sensitive to Infrared. The documentation that comes with
the PCT-100 explains this quite clearly and recommends setting a
custom white balance using a gray card vice white card and in
addition recommends the use of an IR cutoff filter such as the
Kenko DR655.
