A630 Flash what am I doing Wrong

Last week I was trying to take pictures in the evening in the P mode. Without flash I was getting blurry pictures.
P mode, ISO 100, evaluative, AF Frame - Center, AF Assist Beam - ON,
Red eye -ON, Digital Zoom -OFF, Slow Synch -OFF, EV - 0

With the A630, when I turned the flash on, only ceratin area was brightly lit up & the background came out dark, much darker than it appeared to the eye. The subject was way too brightly lit up.

With a Sony W70, the subject was well lit but the background was as bright as it appeared to the eye.

So waht am I doing wrong with the A630?
