SHQ *permanent* setting

Read and reread instruction manuals for my 3000 & 2100 and can't find a way to do the SHQ setting as part of the Custom program. I prefer SHQ to HQ because of the size prints I do, and get tired of having to set SHQ each time I power up the camera. Am I wanting to do something that's not possible? Don't want to have to deal with the huge TIF file size.
