Sure. Basically four steps.

1. Select the subject and move it to a new layer (ctrl+J). It's a good idea to use a layer mask and work carefully around edges so you don't have jaggies (which you'll get if you just use the magic wand to select).

2. Turn off the top layer, create a blank layer underneath, and clone background inside the edges of the subject. Sample from areas closely adjacent to the edge. You do this so that when you blur the background, dark edges from the subject won't bleed into the background and create a halo.

3. Blur the background. I used lens blur, but whatever you prefer.

4. Turn on the subject layer.
