ETTL vs ETTL II flash

Can someone explain ETTL vs ETTL II ? (Not the technical, but the practical application of it. ) I bought a 430EX flash Saturday, and was reading in the 20D manual (p. 97) where it says that the camera can execute ETTL II autoflash with any EX series speedlite. I can't find anything in the 430EX manual about this. Does it mean that the camera improves flash control, or is that only for the larger 580 EX flash ?

BTW... I tried a search for this and came up empty...I also did a google search and came up with Chuck Westfall's explanation, (link below) but it didn't help me understand if my 20D is executing ETTL II with the 430 EX. I am just not quite understanding if I am getting "improved control" or what (if any) difference it makes.
