Anyone regretted buying the non-IS 70-200mm f/4?

I can't find this discussion anywhere else. It is about £300 between the IS and non-IS lens. The non-IS gives you great value for money. Have you despite that bought the non-IS, regretted it and traded it in for the IS version? I think I will use it mainly mounted on a tripod or monopod to get really sharp photos. To my knowledge you can't use IS when you use a tripod? Do the tripod compensate completely for the lack of IS? The alteernative is of course 70-300mm USM IS, but a L-lens is still a L-lens!
