If I remember correctly, the Adobe Camera Raw in CS3 WILL process JPGs and TIFs as well as RAW files. Choose File> Open. Locate your JPG file - AND look for the "Format" box at the bottom of the Open window. That's a drop-down list and you can change it from JPG to ..... Camera Raw. Doing that will open it in Adobe Camera Raw and allow you to change the white balance and all of the other things you can adjust in that utility. When you actually open the file, it will still be a JPG (or TIF, depending upon your original file).
