D200 and 70 200vr and sb800.................HELP!

Just tried my 70 200vr on my D200 along with my SB800 and not had much sucess . Having set the flash to TTL and the sync speed to 1/250FP as stated in the manual all my shots are way underexposed The flash is firing In M mode the fastest shutter speed it will let me use is about 3 secs. this is what i cant understand Im using AF, the lense focuses fine but in M mode at showing F 2.8 in the display to get optimum exposure it says on the scale in the viewfinder about 2.5 to 3 secs............why?
