First Effort C&C and help needed

Ok, still learning how to make the most of my new camera (30D), having only recently made the huge step up from a Panasonix DMCFZ20.

I went for a little 'play' with it last night and wanted to take a long exposure shot down at my local Bournemouth beach, of the pier. All was going well, waves merged to give a slight cotton like effect.

The only problem is that the large illuminated sign at the right of frame, is too bright (blown) and, try as I might, I could not get that section exposed correctly without everything else being too dark.

Any tips from you guys so that I can re-try the shot another night?

Taken on 30D, 18-55 kit lens at 48mm, f22, 30 sec exposure, averaged metering, manual wb, ISO400.
