Help from the Pro's Please

Can someone make these two photos to be good printable photos?

I have seen some people on here take a photo that wasn't all that wasn't bad but wasn't the best and be able to change the backgrounds and made some really nice pictures when the were done I hope someone can do that we these two.

They are of our Pastor and I would like to make them real nice and have them printed for him to hang in his office.

I have the Org. RAW file if needed.
