!7-55 Canon Lens out of focus pictures

I am having problem using my 17-55 2.8 IS lens with 30D.
Pictures are coming out of focus.

Setting Shutter 200 f2.8 and ISO100 and time is evening around 7.30 PM in Pacific coast..

Please suggest the settings as i am not very imressed with this lens unless I have a very good light.
