How does rotating a JPEG reduce quality? Should I not rotate?

The degree of loss presumably decreases as the files get bigger - so fullsize images out of a camera like the G6 won't show much difference after just a couple of rotations, while extreme crops and small images "borrowed" off the internet will be more susceptible.
