Lens quality---Prosumer vs. DSLR?

Based in theory only, and not concerning one's self with any specific cameras or lenses, which would offer the best images? A reputable prosumer camera's lens, or an economical SLR lens? I'm thinking that the former would. From my reading it appears that the prosumer cameras have better glass dollar-for-dollar that do the SLR lens.
Please comment.
