The point of a headshot is to get a job for the talent, which
requires getting the attention of the casting director. A boring,
characterless headshot will not do that.
And this make-up hardly provides an "unbiased" look.

This is exactly how I perceive this type of photography. An artist "headshot" is llike a business card. A "headhsoot" should also make the character of the person stand out if it is hanging besides dozens of other headshots.

On the other hand, requirements of agencies might vary and there also might be differences in requirements in different countries.
