noise question

I've been reading and experimenting and need to know if I understand this correctly. I've been taking basketball photos with my 10D and a 70-300 f/4. I have a fair amount of noise when the player is across court from me even at ISO 400. Is this due to the slowness of my lens? If I made the jump to the 70-200 f2.8 would that reduce the noise further?
