Shooting landscapes at portrait orientation ?

Shooting landscapes at portrait orientation ?

I often see photos of landscapes in portrait orientation. When looking at these photos I often find my eyes looking for the rest of the photo that is not there. In particular, shots taken at the portrait orientation that include the horizon often look very awkward to me.

Is it an amature's mistake? Is it overused? Do we have to judge each photo individually ? Or am I just being very closed-minded?

Any examples would be appreciated.
