I also live in Friuli (near Pordenone), but never seen anything quite as bad as that yet. Too much free Euro-money being thrown into the wrong, silly projects!! You should send this picture to Striscia la Notizia, or to Beppe Grillo.

Same picture was posted four months ago in the challenge "No Permit." Finished 2nd place.

I guess this is because the sidewalk is a lane for walking/cycling, that is interrupted when crossing normal or private road, so for every crossing, you have an "end of lane" sign, followed by a new "begin of lane" sign after the crossing.

I'm not saying this is smart, just how is it possible to have something like that :-)

Labels on signs are in Italian, yes, and they point to a commercial harbor... So yes, Italy (unless it's in Italian Swiss zone near the lakes).

Well, yes this is Italy, Monfalcone near my home town Trieste in the north est. In Italy we are specialized in creating such absurd rules that we eventually end up not respecting them!
