Without actually being the photographer, you have no way of interpreting their intentions for the shot.
Yes, the image is rather 'cool' but I think that helps compliment both the blue of the steps and the blue of the sea in the top left, which for all we know could well have been an aesthetic made by the photographer.
Either way, your rather unhelpful assertion of the incorrectness of the white balance, and my hypothesis as to why it may be "correct" (read "intentional") are based solely off of opinion, not solid fact, which only the photographer themselves can supply.
