It's an impressive picture, but I'm certain it's more than one photograph, since the sun's position just below the horizon is incompatible with the illumination of the moon. The angle between a gibbous moon like this and the sun would have to be about 135 degrees, and, what's more, as KeiliM has also noted, the part of the moon in shadow would be opposite the sun, not facing it as in the picture. It is possible for a moon in this phase to be above the horizon just after sunset (as I assume it must be, since the sea is more to the west than the east in Dubai), but it would be behind the camera.
So I wonder whether this is a photography competition or a collage competition. I would just like that to be clear at the outset, or for entries at least to be identified as compositions of more than one photo if in fact they are (and the data of all photographs used to be supplied). What constitutes post-processing and what does not? Could scanned images or even drawing also be incorporated, for example? Is one pixel of a photograph enough to qualify an image for entry in the competition?
