People and other stuff can be in the picture but the subject should be the building or buildings themselves. "Building" does not mean statue. If you can frame or crop the picture so that it fills the frame and we can't tell that the picture was taken in the middle of a field, fine, but the photo should convey the feeling of a city or it will be disqualified.
