You want to freeze the action, but you may want not freeze it too much, so as to imply motion. You may get better results if you photograph a sport you are very familiar with. -- Be aware that flash use is often forbidden in sporting events, so make the most of your camera settings. Be sure your subject is in focus; this can be very hard to do right even with autofocus.

Since the article is not about third-world poverty, they do not want images of mud huts, hand plowing, aid packages, etc., but of "civilized" poverty.
