no layered photos... must be original content and not compiled HDR images. Panoramic stitching is ok. may make edits to contrast, cropping, saturation. black and white is ok.

Does this include graduated filters of the software type, only - those applied during post-processing? I'm guessing the answer is "no," but I think the rules could stand to be a little more clear on the subject.

sorry for late reply. the intent was to use filters when the shot was taken. That being said, if one was applied in post production, it would not have been disqualified. My feeling is that many of the entries did not use a graduated filter of any sort, but I can't prove it so I've left a number of them in that I don't consider good examples of the technique. Hopefully the winner will be a photo clearly stating the use of a GND filter.
