Already 5 entries of people staring at phones. Not counting making calls or taking pictures with phones.( I will see that as a different action)

I don't understand your additional rule. Does this mean you will DQ all photos of people on mobile phones except for 5.If this is not what the rule means can you please clarify what you mean.

Yes. So I would only allow the first five people on mobile phones to stay.
