Sunset in the city V

This is becoming a popular challenge but it is free for all and its rules will mean nothing if there is not a more rigorous and fair Hosting. And, IMHO, since it is running into its V version, a capture rule should be implemented, to avoid entries from previous challenge of the same theme and seen over and over the same photo. Eight entries only and there are already previously submitted images. I mean honestly, how many time one has to try to get closer to the win with the same image? Is this boring or mediocrity is trying to get standardized? And, what previous challenges of the same title showed, the notion of 'city' it is like the Far West, anything goes and means anything under the sunset to anyone. Some clarity and structure is needed here, it facilites the voting process too instead of having to click on the 'complain' key continuously because the title rule is not follow. Anyone home? Host?
