Sunset in the city IV

This is becoming a popular challenge but it is free for all and its rules will mean nothing if there is not a more rigorous and fair hosting. And, IMHO, since it is running into its IV version, a capture rule should be implemented, to avoid entries from previous challenge of the same theme and seen over and over the same photo. No? And, or what previous challenges of the same title showed, the notion of 'city' it is like the Far West, anything goes and means anything under the sunset to anyone. Some clarity and structure is needed here, it facilites the voting too instead of having to click on the 'complain' key.
