Your second question first: No, definitely not!! If someone wanted an entrant's photos for commercial use, they could approach them via their email or home page.
Regarding the size limit, there have been NUMEROUS discussions in the Challenge Forums about the difficulty for some folk downloading large size entries to their computers, particularly when trying to view on their full screens.
I'm fortunate in having speedy internet access, but many people around the world aren't quite so lucky. If it takes 3 or 4 minutes to download a single 5,000px size shot, then they just won't bother, so won't vote for it, and just go on to the next shot.
A number of hosts and entrants concluded that the size of 1,600px on its longer side was a good compromise. You don't lose clarity and definition of the entry when seen on the full screen, and it downloads quickly. (It also puts everyone in the challenge on an equal footing.)
