Why wouldn't you list the need to identify the location (city) in the detailed rules instead of burying that requirement in a wordy introduction. My two cents!

If someone forgot to write, where he took the picture, but if the city was written on the cover I will not disqualify the entry. Just in case someone wants to make a complaint.

"Use every tool you want" means that you could highlight parts of the pic, too. You could although print the picture, use a scissor, clue the parts back together, scan the picture and enter the challenge ;-)
No. That was a joke. It means that you could do with your photo what you want before entering the challenge. No restrictions.
