As per the "sample", the challenge is not about "macro photography", it is about close ups.

Only one, maybe two of the not withdrawn entries I would classify as a macro, some are not even close ups imo.

should the entry be solely of roses or it could be any other flower?

If the challenge is titled 'Roses' then it is obvious, IMO, that the Host wants to see roses. If he wanted tulips, I think he would have asked for tulips.... And if the entry is a true Macro, then there is no room in the picture for other flowers to be present, but that's just my opinion.
