Is there a difference between being carried by the wind and flying?

My take is, Flying requires no Wind at all and is controlled. Carried by the Wind implies a more random action, using the wind as in flying a kite, flag or balloon or anything moved or blown by wind action alone.
Some voters obviously disagreed with my view.
