So why have submissions of women not been disqualified? Me thinks the 'rules' are not being moderated very well by the host of this Challenge! A mockery of having 'rules'...?

I think it means don't outline the main figure and delete the background outside of that main figure. I would guess that some cropping is OK.

I am unclear on what exactly the "Do not cut out the background." means?

Question, what if I've cropped down the the background? I have a picture that came to mind when I saw the challenge, and I still have the master image, but it just looks best with it cropped (it's blurred anyway).
